Sudden announcement of Chief Minister of the state that the heavily deficit bearing state will have a second capital has gladdened the hearts of Kangra and entire remote areas like Chamba and Pangi. The building that housed legislature and officers cost about 13 crores and its running expenditure is more than two crores whereas it was used hardly for a few weeks in the year. It is not priority of the state to utilise its buildings but to move such departments which are crowding already congested Shimla. Nothing on these lines have been indicated and simply moving the ministerial caravan to Dharamshala will not fulfill purpose. But the CM has scored over the BJP in pre-election preparations. Although, later this year code of conduct will be enforced and one does not know what will happen to the second capital functioning, yet the government’s announcement itself has given a lead to the party in power. It has also sent hidden message to his dissenters like Bali and Sukhu that he is the leader and even for Kangra none other than him would call the shots, political observers point out.        The BJP though jolted yet continues to harp the theme of Congress not fulfilling promises. In recent rally of the party Union Finance Minister Arun Jaitley has thrown the proposal of another capital to the wind with cryptic statement of mismanaging one capital should not lead to creating another capital. No doubt, they are facing a lot of internal problems as its rival Congress. No one is sure about who will be CM face due to rampant rumours of Union Minister JP Nadda being fielded if they win. No doubt PK Dhumal is an old war horse and BJP cannot overlook him easily but these days in undying race for wooing the younger faces it might take any route, political observers point out. There is possibility of a dark horse emerging with Satpal Satti, president of the party as fittest face for the next generation leadership in the government, they add. Satti is suave and competent leader of the party and commands respect for his hard work to rise to the present position of the head of the party in difficult times.
