Himachal’s Hurdles   

Himachal has always underlined its concerns for Forest Conservation Act, environment and water resources in its endeavour to consolidate its position among north Indian states. The state’s water resources have not been evaluated even as Punjab and Haryana had adopted confrontationist posture on water issue in Chandigarh meeting. Where has Himachal’s share of 7.19  percent gone even as both the neighbouring states were looking for their permanent capital in Chandigarh? Himachal is still fighting for its rights available under Punjab Reorganisation Act. And now Jammu & Kashmir government is trying to infiltrate in Lahaul & Spiti district of Himachal. The Centre must keep its eyes open  not to allow Jammu & Kashmir’s intrusion in Lahaul and Spiti district. North Zone Council is acting only as an ideological bridge on inter state issues whereas natural resources in national schemes and projects should be distributed cordially. A joint approach needs to be evolved against the menace of drugs is it is spreading its tentacles in districts bordering Punjab state. Himachali concerns were raised in Chandigarh but there was no discussion on mutual cooperation. For example, expansion of air connectivity can be explored by evolving new religious and tourist circuits in north India. Punjab and Haryana have aired their differences again whereas Himachal has not been able to accrue benefits from its own rivers. The state’s objections regarding forests are pushed to the backstage if different party rules the Centre. This hilly state needs relief to carry out developmental schemes through forests.
