Address Youth Employment Concerns In Budget

The people have huge expectations from the new government, as Chief Minister Jai Ram Thakur’s government has an ample number of young faces. About 35.25% population of Himachal and 34.80% of country is young. According to official figures, the young population strength in Himachal Pradesh in 1971 was 10.56 lakh that increased to 24.20 lakh in 2011. It means the strength of young population has increased by 129% in last 40 years. Therefore, the state government can’t afford to neglect youths in its first budget. Young force can play an important role in writing the script of future Himachal. But complete benefit of this force cannot be derived without assessing the real conditions of youth. About nine lakh youth are expecting job opportunities through employment exchanges or other modes. Despite obtaining higher degrees, young force is facing unemployment. A number of reason could be counted for this situation. Lack of quality and job oriented education, lack of basic infrastructure in educational institutes and commercialisation of education could be cited some of the major reasons behind this fiasco. Besides this carelessness and lack of attention of students, illiteracy of parents and irresponsible behaviour of teachers too aggravated the situation. To add to woes, government education system is busy in new experiments and students have completely immersed in virtual entertainment world. Because of all these reasons, we are failing to give right direction to our young force. All these situations presents a scary picture of future.

The developed countries of Europe made maximum progress, when they had maximum young population. Indian economy too is on the path of becoming fastest developing economy. India today has the maximum strength of young force in entire world. No one could stop India from becoming vishwa guru if this young energy is channelised properly. There is no denying the eternal fact that government job cannot be provided to entire nine lakh young unemployed force. Why not make them realise the enormous self employment job opportunities in perspective of rich topography and geography of Himachal? Future of youth can be secured by developing tourism circuit, small industrial units, hydro power projects, organic farming system and film industry. Who would not love to unravel the tourism prospects present in every street, town and village of Himachal? All we need is to turn all these factors into opportunities for youth. The government in its budget will have to draw a blueprint to link natural resources with employment.
