Budgeting Without Money

This is regarding Himachal This Week’s cover story of March 10, 2018, “Budgeting Without Money”. Chief Minister Jai Ram Thakur announced many schemes for different sections while presenting his first state budget. As he also holds finance portfolion, Chief Minister’s main focus was on farm and hoirticulture sector. However, Himachal’s main concern is its rising fiscal deficit resulting in increasing debt liability. This hilly state has meager resources and always look upon Centre for financial help. The state must tap tourism sector with a proper planning as it can generate employment opportunities besides boosting Himachal’s economy.

Opposition To Budget

Chief Minister Jai Ram Thakur has presented a people friendly budget. However the opposition has been opposing the budget as has been the tradition in the past. It is not possible that all policies incorporated in the budget are fully wrong or right. The opposition members issue statements toeing one line to mislead the masses. It’s a warning signal for the democracy.  The budget has included good initiative however the government needs to curb wasteful expenditure.
