Shimla civic body has been the forte of Congress and only rarely a party like Communist Party(Marxist) could take crucial positions of Mayor and Deputy Mayor. This happened because of two different systems; one pertaining to direct election and other indirect after the members elect. Direct system of election of Mayoral posts has been done away with now and city returns to the old indirect system. There were pros and cons of the direct system. It enabled people to chose a leader who would give best attention and represent the city. But the legislation was half hearted and Mayor never had a commanding position when the house comprised of 12 BJP legislators and 11 Congress men.

This election is crucial as there is a great thrust from the opposition BJP to capture the corporation. Will it take the crown? This election will also show the trend of the public opinion. So far the voting has not been high and due to rain the enthusiasm of public is also dampened. Some observers bank on this hail and storm to retain the existing party dominance. Traditionally if the votes are not high, the anti-establishment trend is not visible, political observers opine. Moreover, the state assembly elections are also due soon and many take it as a precursor of what is likely to come in its wake.

These are rather age old and weather beaten estimates as recent results in different elections have shown many patterns. There seems to be a trend that voter does expect results and considering the lack of administration of Shimla civic body cannot claim any crown after having gone through jaundice night mare. It is also important to note the context of election which is bound to affect the results. The campaign and organisation readiness of the BJP is not reportedly matched by the Congress which will reportedly affect latter’s future prospects.
