Governor As Patron 

Himachal Governor’s visit to Himachal Pradesh University hostels exposed chinks in the system. Ground realities came to the fore as Governor being Chancellor of the university chose back gate instead of entering from the main gate.  Meaning of governance needs to be understood if the university administration could not see the shortcomings as pointed out by Governor. How can the students pursue academics in unhygienic conditions prevailing in their hostels? This despite the fact that university has annual budgetary provision worth crores of rupees. This condition is prevalent in almost every public sector building as we are unable to think about conservation of such properties in the race of development. Entire country is supporting Prime Minister’s swacchta abhiyan but that is not visible in in our conduct. The university’s laxity in not undertaking cleanliness drive is also against the intent behind swacchata abhiyan. Himachali society is also not participating in the series of cleanliness as every household is contributing to the piling heaps of garbage while criticising the administrative machinery for the situation.  Governor Acharaya Devvrat always gives a feeling that he will do everything for character building being patron of the state and constitution.  Governor had started his tenure in similar fashion though it was not appreciated by the ruling government but such initiatives help in stimulating government’s work culture. Governor is a strong votary for cattle preservation and organic farming but stray cattle are still destroying farmers’ fields. Governor’s initiative to improve cleanliness should act as an inspiration for those having not only administrative powers but also responsibility. Swacchata abhiyan will get a boost if president of every civic body goes for a morning walk in the area. Administrative officers should take a round of government offices to instill a sense of responsibility in the work culture.
