Burden On Exchequer

Promises are never bitter but they don’t focus on the financial position of the state. The election manifesto and vision document have overlooked weak financial position of this hilly state. Will poll promises incorporated in election manifestos continue to effect state’s exchequer forever? No financial discipline was visible as political parties promised everything to everybody to gain political mileage by alluring masses in Himachal assembly elections. The state’s resources will by utilised when parties try to woo government employees, unemployed youths and other sections. We forget the quantum of state’s exchequer while making tall promises. The experiments to change governments have further spoiled Himachal’s financial position. About sixty seven lakh Himachalis are carrying a debt of forty five thousand crores and the political class never stops promising more favours. The issues put more burdens on exchequer rather than brimging in financial discipline. What both the main political parties have done to reduce increasing debt burden? Atal government provided a solution by granting industrial package to Himachal but the government’s structure in increasing while work culture is declining. How many medical colleges in Himachal will guarantee that patients don’t go to other states for treatment? How many educational institutes will fulfill demand in the education sector? Election manifesto and vision document, instead, should incorporate that elected representatives will not enhance their salaries and pension without approval from the electorate. No party promised that it will not install political human resources on government posts. Overspending is responsible for increasing debt liability but there is no vision to promote private sector for generating employment opportunities. It is certain that next government will also raise loans like previous governments.
