Chamba’s Backwardness

Union Government’s Aspirational Scheme will change the scenario in Chamba that has been included in the list of most backward districts in the country. It provided political ground for many leaders bu their political journey could not usher in development here. It is not a matter of pride for Himachal even as Centre’s scheme helps in development in the district. It is also an issue to ponder as to why this district lagged in development despite tall claims made by politicians. We hope that this backward district will also develop as a blue map is being prepared for this area. Certain areas of Mandi, Kangra, Kullu, Shimla and Sirmaur districts having conditions like in Chamba are too aspiring for development. There is need to understand the society and culture of all difficult areas like Chamba that remained underdeveloped as government neglected them. A new class having vested interests is visible now while hydropower projects are established to strengthen state’s economy. Why areas inhabited by Gaddis remained backward while the community is marching ahead? A big nomadic community of Chamba is also contributing in per capita income in Kangra district. Tribals shifting from Chamba are political significant bin many assembly segments in Kangra district also whereas their native place remained backward. Personal aspect flourished whereas the area remained backward collectively. We must review programmes and policies. These need to be linked with Kangra for development of major portion of Chamba district. For example a tunnel between Kangra and Chamba could have contributed in human resource and regional development. One can gauge the step motherly treatment that the has suffered if political leaders and administration sit together in Pangi to review the situation. Construction of tunnels along with establishing cement plant will change the entire scenario as society’s concerns have changed. Chamba’s concern must be understood as its youths are pursuing higher education in Dharamshala. Why people from Lahaul & Spiti shiftyed to Manali or from Kinnaur to Solan? Social aspect of development is being reflected in hopes for future.
