Transfers For Good Governance In Himachal?

Shuffling bureaucratic set with the change of guards has become a political tradition. However it can’t be said with certainty that following such a tradition will always yield good results in Himachal, political observers point out. Jai Ram Thakur’s government is working on its 100 days agenda and is shuffling officers continuously thus giving rise to a belief that there is a cadre in every government.  In stead of understanding and focusing on work culture, officers simply wait for a change in the government in this hilly state. The BJP government too has given priority to transfers to fulfill its promise of providing a better adminis-tration. Is this the solution whereas work culture and dedication of the government machinery is already under a scanner? Will good governance be ensured immediately after effecting transfers and why there is no transparency in the system, question political observers. And government employees too forget their basic duties in the midst of such administrative exercises. The need to have a concrete transfer policy has long been felt in Himachal but no government will find it easy to frame such norms.

It was expected that BJP government would change traditions to accomplish its promise of providing good governance that was incorporated in its vision document. Though it is government’s prerogative to effect transfers but where is the policy matterv in this regard, added political observers. Pros and cons of mass transfers with the change of government every five years in Himachal are not being understood even as there is need to improve work culture. People always like good officers and employees but there have to be specific norms for appointing such employees at important posts rather than effecting transfers reportedly owing to political affiliations, political observers opine.

Snow Brings Cheers…

Snowfall in and widespread rains across Himachal after a prolonged dry spell brought cheers to this hilly state. It not only boosted the tourism sector but came as a big relief for farmers and horticulturists as agriculture and horticulture are mostly rainfed. As a result, tourists thronged to hill destinations, especially Queen of Hills Shimla and picturesque Kullu-Manali valley.
