Resource Generation

Decision to take financial risks require support with a view to fulfill aspirations and developmental schemes. People are traditionally reluctant to pay taxes in Himachal and the state exchequer has to bear all the burden of machinery. This tradition is slowly percolating to the local bodies also. Dharamshala Municipal Corporation has taken initiatives ahead of the state budget with a view to change people’s behaviour for ensuring a better future. It is expected from municipal corporation that expansion of facilities and development is undertaken without assistance from people and financial assistance under prevailing tax free environment. But practical challenges are forcing generation of resources. Politically it can be advocated that previous government nurtured Dhamarshala now facing the challenge of its existence. The municipal corporation should strengthen its financial blueprint and people’s support is must for paying taxes at every stage. Providing facilities in merged areas of the municipal corporation without levying taxes is not practical. Resources generated from outside vehicles should be used for creating parking facilities.  The city’s system would improve if the corporation classifies it as green tax. To be seen how the corporation uses resources generated through taxes on liquor and films on tourism sector. The corporation in collaboration with cricket association can create big parking facility near stadium by collecting certain tax from visitors. There are numerous areas that can generate resources with active participation from people. The system of Dharamshala Municipal Corporation can emerge as a role model only if the government too understands this responsibility. Dharamshala has taken an initiative in tax reforms and the future course of action will depend upon peoples response.
